Hallie Noecker is a partner at Whistleblower Partners. She brings cases in federal and state courts and before various agencies on behalf of clients reporting fraud spanning various industries, including healthcare, technology, and financial services.She is part of the legal team pursuing a qui tam case against UnitedHealth Group alleging the nation’s largest Medicare Advantage Organization submitted false claims for payment to the Medicare Program by improperly inflating its members’ risk scores. Her broad healthcare experience also includes matters involving upcoding, kickbacks, lack of medical necessity, manipulation of clinical trial data, and various forms of improper billing under the rules applicable to the various government-sponsored healthcare programs.
Hallie enjoys dragging her husband all over San Francisco on foot, escaping in a novel, and experimenting in the kitchen. She was a Taylor Swift fan before it was cool.
United States ex rel. Poehling v. UnitedHealth Group, Inc., No. 2:16-cv-08697 (C.D. Cal.): Represents a whistleblower in ongoing litigation over allegations that Defendants, including the nation's largest Medicare Advantage Organization, used its chart review program to exaggerate the sickness of its insured population in a scheme to collect billions in additional risk adjustments premiums from the government.
United States ex rel. Koo v. GS Caltex, No. 2:18-cv-00174 (S.D. Ohio): Represented a whistleblower who exposed a decade-long bid-rigging conspiracy by the five largest oil companies in South Korea. The oil companies paid $163 million under the False Claims Act plus another $200 million in fines and penalties to settle the case. The U.S. Department of Justice announced that “these are the largest [Clayton Act] Section 4A settlements in American history.” Successfully litigated relator share and secured neat the maximum award for the client.
State of California ex rel. OntheGo Wireless, LLC v. Cellco Partnership, No. 34-2012-00127517 (Sacramento Cnty. Sup. Ct.): Represented a whistleblower and 30 California political subdivisions in litigation under the state False Claims Acts of California and Nevada that resulted in recoveries totaling $138.7 million from Verizon Wireless, AT&T Mobility, Sprint, and T-Mobile. The whistleblower alleged that the wireless carriers overcharged state and local governments by failing to provide wireless services at the lowest cost available, as they had promised to do.
